Drought on the Danube: Nuclear Power Plants Face Energy Crisis

A severe drought across Europe has caused water levels in the Danube River to drop to record lows, creating a dangerous situation for the region’s energy supply. The Danube is a critical source of water for cooling nuclear reactors in both Romania and Hungary. As the river dries up, these countries are struggling to keep their power plants running, leading to fears of an energy crisis.

In Romania, the situation became so urgent that the government took extraordinary steps. According to The Guardian, Romanian naval forces used 180 kilograms of explosives to move a large rock that was blocking the flow of water. This controlled explosion was designed to redirect more water into the channel that serves the Cernavodǎ nuclear plant. The country’s defense minister, Radu Miruțǎ, explained that keeping the plant running for even a few extra days is worth the cost of the operation, as it is much more efficient than relying on expensive power from other sources.

Across the border, Hungary is facing similar challenges. Its Paks nuclear power station, which is 44 years old, normally produces nearly half of the nation's electricity. Due to the low water levels, the plant is currently operating at less than half of its total capacity. While authorities previously feared they would have to close the plant entirely, they have managed to keep it running at a reduced level for a short time longer. However, Hungarian Prime Minister Péter Magyar warned that a complete shutdown might still be necessary if the river remains too shallow.

To manage the limited electricity supply, the Hungarian government has asked for public cooperation. Prime Minister Magyar noted on social media that voluntary cuts in power usage by citizens helped reduce demand on the national grid. Major companies are also helping; for example, the pharmaceutical company Richter announced it would cut its electricity use by more than 50 percent over the next three weeks. These efforts are intended to prevent a total energy failure while the country waits for the situation to improve.

The problem is not limited to nuclear power. In Serbia, record-low water levels have also affected the country’s main hydroelectric plant—a facility that uses the power of moving water to create electricity. According to reports, this plant is currently operating at only 20 percent of its normal capacity. Serbian Prime Minister Djuro Macut held an emergency meeting on Monday to discuss these growing energy problems, as the country looks for ways to manage the limited supply.

Experts are concerned because there is no immediate relief in sight. The Danube flows through ten different countries, and weather forecasts do not predict significant rainfall in the coming days or even weeks. Because the river is expected to remain shallow, the cooling systems for these nuclear plants will continue to struggle. This means that both Romania and Hungary will likely remain in a state of high alert for the rest of the month.

For many in the region, this crisis highlights how vulnerable energy systems are to climate-related events. When rivers like the Danube—which are usually reliable sources of water for cooling and transport—begin to fail, the impact is felt across the entire economy. As these nations work to balance their energy needs, they are relying on a mix of careful planning, temporary technical fixes like the explosion in Romania, and the help of their citizens to save power.

Looking ahead, the situation remains uncertain. If the water levels do not rise soon, the region may face weeks of reduced power production. Both governments are currently focused on avoiding a total blackout, but they acknowledge that the path forward will require strict coordination and restraint from everyone involved. For now, the focus is on keeping the existing reactors safe and functional while hoping for the rain that is so desperately needed to restore the river’s flow.
