Concerns Raised Over Carbon Emission Data for New UK Datacentres

Large-scale technology projects are facing new scrutiny in the United Kingdom as experts question the accuracy of their environmental reports. According to The Guardian, developers working for Google have significantly misstated how much carbon two proposed artificial intelligence (AI) datacentres will contribute to the nation’s total emissions. These facilities are massive buildings that house the powerful computers needed to run AI services and store digital information.

To build these datacentres—one in Thurrock and another at an airfield in North Weald—developers must submit planning documents to local authorities. These documents are required to show how much carbon the projects will emit as a portion of the UK’s total carbon budget. A carbon budget is a limit on the total amount of greenhouse gases a country can release over a specific period to meet climate goals. However, researchers at the tech justice group Foxglove found that the developers appeared to compare one year of their project’s emissions against the UK’s entire five-year carbon budget. By doing this, the developers made the environmental impact of their projects look five times smaller than it really is.

Tim Squirrell, the head of strategy for Foxglove, stated that Google has serious questions to answer regarding these figures. He noted that unless the company can explain these errors, it appears they are misleading the public and local councils about the pollution their facilities will create. The Guardian reported that a similar calculation error was found in documents for a large project in north Lincolnshire, known as the Elsham Tech Park, which is being developed by a company called Greystoke. When combined, these three projects would account for more than 1% of the UK’s carbon budget in 2033, an amount equal to the total emissions of a mid-sized city like Bristol.

These findings highlight a growing problem regarding the environmental footprint of AI development in the UK. The Guardian noted that there is already a large gap between the government’s plan to reduce carbon emissions and its roadmap for AI computing. In fact, different government departments have provided very different estimates for how much energy these datacentres will actually use, with some estimates differing by a factor of ten. This confusion makes it difficult for the public and policymakers to understand the true cost of building such large digital infrastructure.

Specific examples show the scale of the potential miscalculation. For the Thurrock project, developers claimed it would account for 0.033% of the UK’s carbon budget between 2028 and 2032. However, the actual figure is 0.165%. Similarly, the North Weald project claimed it would emit 0.043% of the budget from 2033 to 2037, while the real figure is 0.215%. For the Elsham Tech Park, the stated figure was 0.1043%, but the actual impact is 0.5215%.

In response to these concerns, the developers involved have argued that their projects will have a minor impact on the UK’s climate goals. Some, like the team behind the Elsham Tech Park, have pointed to efforts to improve local nature, such as adding bird and bat boxes or planting wildflowers, as evidence of their commitment to the environment. All three developments are officially described as having only a "minor adverse" impact on the country's climate targets.

Local officials are now taking a closer look at these claims. Steven Heather, a local councillor, explained that the North Weald project has only received outline planning permission so far. He noted that the planning department will carefully review what Google has proposed. If there is a serious error in the calculations, the developers will be required to return with the correct, updated figures before the project can move forward. As the demand for AI grows, the pressure on companies to be transparent about their energy use and carbon output is likely to increase, making accurate reporting more important than ever.
