Resident Doctors in England End Long-Running Strikes

Resident doctors in England have voted to accept a new government offer, officially bringing an end to three years of strikes. This decision marks a major turning point for the National Health Service (NHS), which has faced significant disruption since the industrial action—a form of protest where staff stop working to demand better conditions—began in March 2023. The agreement follows a referendum where 53% of eligible members of the British Medical Association (BMA) voted in favour of the proposal, with a total turnout of 57%.

According to the BBC, the new package includes a 3.5% pay rise for the current year, with further increases planned. By April 2027, the average pay for resident doctors is expected to rise by 6.6%. The government noted that the deal also covers out-of-pocket expenses, such as exam fees, and promises 4,500 extra training places for newly qualified doctors over the next three years. These doctors, who make up nearly half of all medical staff in England, work in essential areas including emergency departments and local GP surgeries.

The Guardian reported that the dispute has been costly, with strikes resulting in an estimated £1bn loss to the NHS since last summer. Over the past year alone, resident doctors walked out for 21 days, leading to the cancellation of hundreds of thousands of patient appointments and operations. The BMA had previously warned that if the deal were rejected, the strikes would have become even more intense. However, after the government presented this latest offer, the union called off a planned four-day walkout to allow members to vote.

Dr. Jack Fletcher, the chair of the BMA’s resident doctors committee, stated that while the strikes did not need to happen, the solution is in everyone’s interest. He described the deal as a necessary step toward pay restoration, which refers to bringing salaries back to their previous value after years of inflation. While Dr. Fletcher acknowledged that this is not the end of the road for their goals, he expressed hope that the government would continue to work with them. He emphasized that the agreement provides a better-staffed NHS for patients in the future.

Government officials also welcomed the end of the dispute. Health and Social Care Secretary James Murray described the agreement as very good news for patients, doctors, and the health service as a whole. He noted that the deal allows the government to move past the recent months of disruption and focus on the work of rebuilding the health service. Mr. Murray added that he is determined to keep working with NHS staff and unions to improve working conditions and ensure the health service is fit for the future.

Industry leaders have also reacted to the news with optimism. Dean Royles, the interim chief executive of NHS Employers, said that all parties would be pleased to find a resolution after such a long and difficult period. He noted that while the hard work of putting these changes into practice is just beginning, the stability provided by the deal is a positive development for patient care. The agreement also includes a change in how doctors are classified, as the government officially moved away from the term “junior doctors” in September 2024 to better reflect the high level of expertise these professionals possess.

While England has reached this agreement, the situation remains different in other parts of the United Kingdom. According to BBC Health, resident doctors in Scotland have already accepted a pay offer, while those in Wales are currently navigating their own discussions without having gone on strike. Meanwhile, the situation in Northern Ireland is still developing, with doctors there holding a 24-hour strike on 29 June. As the NHS in England enters this new chapter, the focus will now be on implementing the ambitious timescales of the deal to ensure that the promised training places and pay structures are delivered effectively for all staff.
